加拿大魁北克移民局通过其官方网站公布自2013年8月1日起，加拿大魁省技术移民的部分条例和程序将发生变化，此次新政适用的时间为2013年8月1日至2014年3月31日。变化主要包括如下几方面

◆ 申请人获得甄选证书的语言要求

一、有关配额
1. 针对加拿大魁省技术移民的接收配额为20000份申请，多余的申请将被退回。
2. 以下几类申请将不受配额的限制：
a. 魁北克的经验类移民申请
b. 已获得有效的魁省工作邀请函的申请
c. 加拿大移民局已经通知正式受理的永久居民签证的申请
d. 持有加拿大临时绿卡并且符合递交魁省甄选证书的条件的申请
二、有关审理程序
自2013年8月1日起，移民申请将按照以下顺序进行处理：
1. 经验类移民项目的申请
2. 已经获得魁省工作邀请函的申请
3. 职业属于受训领域的申请
4. 技术移民永久居留签证的其他申请
三、有关语言要求
1. 法语的评分细则发生变化，语言加分对应的等级要求也相应提高
2. 中高级的法语的语言能力将成为最低的申请门槛
3. 主申请人的法语写作有可能纳入打分表，分数为2分
4. 对于经验类移民项目申请，法语口语的要求将相应提高：
a. 如果申请人通过标准的法语考试获取语言加分，则要求考试达到中高级水平
b. 如果申请人通过教育背景获取语言加分，则最低要求完成法语授课的三年中学教育或者三年的高等教育
c. 特别提示，经验类移民项目的申请人必须在获得学历证书后的36个月内提交魁省甄选证书的申请
