就匈牙利国债移民未来走向专访匈牙利议长安塔尔•罗根先生

前言：日前，关于匈牙利总理欧尔班呼吁欧盟抵制“移民”的言论在移民界引起轩然大波，很多人将其解读为匈牙利总理“反对与匈牙利不同背景的民族生活在同一片天空下”，意味着国债移民项目随时可能喊停，此次震撼的言论，在移民群体内迅速扩散开来，大家都对此揣测良多！

嘉宾：安塔尔•罗根先生（匈牙利议长）

为此特意采访了匈牙利议会执政党领袖、匈牙利议会经济委员会主席、匈牙利议会中匈经济委员会主席安塔尔•罗根先生，针对匈牙利国债移民项目及前景展望做了深入的访问，并得到了明确的回复。

问题：What is the political background, that the Hungarian government has started the investment-immigration program？ What political steps does the government to support this？

（匈牙利政府在什么样的背景下出台了匈牙利国债移民项目？ 匈牙利政府为此提供了哪些政策支持？）

Mr Rogan：Hungary has a policy on trade, economy and investment called “Opening to the East” and hereby is committed to play a role as trading bridge between Asia and Europe. The investment-immigration program is a part of the official policy of the Hungarian government and it is our aim to get as many investors to our country as possible. It is for example an important governmental aim to find the best and most efficient way to get Chinese investors to Hungary. The state bonds are issued by the Government Debt Management Agency, their selling is done by companies.One of the owners of the Chinese program for instance is a major shareholder in the biggest Chinese investor in Hungaryhaving realised manythousands of jobs in Hungary. They are trusted partners of the Hungarian state for many years.

Mr Rogan：The official partner companies of the Hungarian government in China and Vietnam are the Hungary State Special Debt Fund and the Hungarian State Special Debt Management Ltd. To have a problem free function of the program and in the interest to protect our investors, we have strict and objective rules to keep. We trust, that more and more Chinese companies will find Hungary to be an attracting place to invest.

（匈牙利国家特别债券基金为项目在中国和越南的唯一办理渠道。之所以选择匈牙利国家特别债券管理公司负责在中国和越南地区的推广和运作，是因为我们希望能够进行更严格、更有针对性的监管，保证项目的稳定发展和申请人的切身利益。我们希望以此国债管理公司的平台，让更多中国投资者了解到匈牙利是一个投资的好地方。）

问题：Many of those, who are applying for Hungarian immigration or of those, who are planning this, are anxious about Prime Minister Viktor Orbán’s speech of Paris, in which he critisised the immigration to Europe. They are anxious, that Chinese could not be welcome anymore. Would you please clearify this-

（对于匈牙利总理欧尔班几日前在巴黎发表的“反对欧洲移民”讲话， 令很多已经加入或者有意向加入匈牙利移民的客户都惶惶不安，认为匈牙利不再欢迎华人， 不知道这次是否能给出一些明确的解读？）

Mr Rogan：It is important to point out, that we need to seperate the welfare-immigration from the immigration-bond buyers, because the first is an element of the migration policy, the latter a program made to attract investors. We have to state, that the welfare-immigration is a problem. There is no problem with political refugees or with investors. There is a problem with those, who mask themselves as political refugees and come to our country with this, while they are just coming for the welfare system. The social and cultural tensions in Europe, caused by a laissez-faire migration policy of the past are causing more and more concern. Within the Union and in Hungary it is neccessary to review the migration procedure and the related laws. The number of those, who ask for political asylum in Hungary has risen from 2.000 up to 42.000 during the last two years. But under them were only 2.000 of those, who belong into the category of political refugees. Illegal immigration to Europe has risen between 2013 and 2014 by 130% to more than double. On our continent of 500 million people – not counted the first generation immigrants – 31 million immigrants from third countries are living. We have to do something.

（需要说明的是，我们需要区分福利移民与国债移民。福利移民是移民政策的一部分，而国债移民是为了吸引投资者。我们需要指出，福利移民是一个大问题，而政治难民和投资者则不是问题。有些移民打着政治难民的旗号来到我们国家享受福利。过去自由放任的移民政策带来的社会和文化矛盾引发了越来越多的关注。欧盟和匈牙利有必要重新审核移民程序和相关的法律政策。在最近两年的时间内，在匈牙利申请难民身份的人数从2000位上升到了42000位，其中只有2000位是真正的政治难民。2013年到2014年间，欧洲非法移民增长率从130%上升到两倍。欧洲大陆的5亿人中（不包括第一代移民），3100万是从第三国移民。因此，我们需要采取一些行动。）

Mr Rogan：The immigration-bond is not a question of immigration, but of investment – a beneficial possibility of valuta financing. Like until now, hereafter we are still welcoming Chinese investors in our country. We would like the program to be able to make it easily possible to Chinese businessmen to travel to Hungary, to start a business, to take part in the Hungarian economic growth and to bring the possibilities of Chinese market and the dynamics of the Chinese people to Hungary. Our country needs the Chinese market, the investment experiences of China and the business oriented attitude of the Chinese people. Chinese investors can reach the complete European market through Hungary. As Prime Minister Viktor Orbán said: for China we would like to be the gate to Europe.

（国债移民并不是一种问题移民，而是一种投资，一种可能带来极大利益的币值融资。截止目前，直至将来，我们会一如既往地欢迎中国投资者来到我们国家。我们希望该项目能够让中国企业家更便利的来到匈牙利，建设企业，为匈牙利的经济增长做出贡献，并将中国市场和中国人的活力带到匈牙利来。我们国家需要中国市场，中国的发展经验和中国人商业至上的态度。中国投资者可以通过匈牙利打开整个欧洲市场。正如总理Viktor Orbán所说：我们是中国打开欧洲的大门。）

问题：What ressources and channels do you have to attract foreign investments to Hungary？ What is the government’s view on welcoming Chinese investors？

（匈牙利国家吸引投资的充足资源和渠道有哪些？政府会以什么样的姿态，继续接受中国投资人？）

Mr Rogan：Our country lies in the heart of Europe. We are an emerging market, with an outstanding geographic position, rich natural ressources, a strong industrial basis, well educated experts and with a view on our infrastructure and other favourable aspects we are offering a strong potential market. These facts are making Hungary attractive for Chinese investors. Many Chinese companies are realising big infrastructural investments in Hungary, investing working capital, are discovering mergers and acqusition possibilities, are founding trade and investment companies. The Chinese-Hungarian relations are based on very solid political and civil grounds and always developped peacefully. This is providing good opportunities for business between our countries. I can assure you, that we will always support the HSSDM, the excellent Chinese immigration agency, and their partners.
